Akwa Ibom State Governor Umo Eno is scheduled to commission an ARISE Youth Development Centre in Uruan Local Government Area as part of activities marking the 39th anniversary of the creation of Akwa Ibom State.
The Uruan facility is listed as the final youth development centre scheduled for commissioning under the state’s month-long anniversary programme, with the ceremony expected to take place on September 30, 2026.
The development is part of the Akwa Ibom State Government’s wider effort to establish youth-focused facilities across the state, with the centres designed to provide platforms for skills acquisition, entrepreneurship, innovation and other forms of capacity development.
The planned Uruan commissioning comes as the state continues a series of project inaugurations covering roads, healthcare, education, youth development, public infrastructure and social intervention programmes during the September anniversary celebrations.
Youth development at the centre of the programme
The ARISE Youth Development Centres form part of Governor Eno’s broader youth-development strategy.
In August, Akwa Ibom State authorities announced plans to establish youth development centres across all 31 local government areas. The Commissioner for Information, Aniekan Umanah, said the facilities were intended to support areas including information and communications technology, vocational training, creativity and entrepreneurship.
He also stressed that the objective went beyond constructing buildings, with the centres expected to help create livelihoods and businesses by connecting training with productive economic participation.
Several of the centres have already been commissioned during the anniversary programme.
The centre in Ikono was commissioned on September 4, followed by facilities in Etinan, Nsit Ubium and Nsit Atai. The Etim Ekpo centre was scheduled for September 24, while Uruan is listed for September 30.
The sequence places Uruan among a growing network of local youth-development facilities intended to bring skills and economic opportunities closer to young people outside the state capital.
Government expands youth programmes
The planned commissioning also comes against the backdrop of several youth-focused interventions announced by the state government.
At a recent briefing in Uyo, Commissioner for Youth Development Ekerette Ekanem said the government had expanded youth empowerment, skills training and entrepreneurship initiatives across the state.
According to figures reported by The Independent, the commissioner said the state had disbursed ₦1.5 billion in start-up grants to 30,000 youths and approved the employment of another 7,000 young people.
He also said 2,000 beneficiaries trained through the Ibom Leadership and Entrepreneurial Development Centre had received completion grants of ₦750,000 each, while 2,186 youths had graduated from the Dakkada Skills Acquisition Centre.
The government has also introduced digital-skills programmes under the ARISE Tech Talent Accelerator. The initiative has included training in areas such as cybersecurity, Python programming and professional certification programmes.
The first batch of 100 young people reportedly began training at the Oron youth development centre, providing an example of how the physical facilities could be connected with practical skills programmes.
From infrastructure to economic participation
The development-centre programme reflects a broader attempt by the Akwa Ibom Government to connect infrastructure with human-capital development.
The state government said in its September anniversary broadcast that more than 4,000 youths had been trained through IBOM-LED and the Dakkada Skills Acquisition Centre, while grants totalling more than ₦2 billion had been disbursed under its youth-empowerment initiatives.
The governor also said youth-friendly centres were being developed to channel the creativity of young people into technology and the creative industries.
The emphasis on local facilities is significant because access to training and business-support programmes can be affected by distance, transportation costs and concentration of opportunities in major urban centres.
By establishing facilities within local government areas, the programme is intended to make youth-development opportunities more accessible to communities across the state.
However, the long-term value of the centres will depend not only on their construction or commissioning but also on their continued operation, equipment, training quality, access to finance and the ability of beneficiaries to translate acquired skills into sustainable economic activities.
Uruan joins expanding network
Uruan is among the local government areas identified for the ARISE Youth Development Centre programme.
A project schedule for the 39th-anniversary celebrations lists Ikono, Etinan, Nsit Ubium, Nsit Atai, Etim Ekpo and Uruan among the locations receiving the youth facilities during September.
The same programme includes projects across several other sectors, making the youth centres one component of a much wider anniversary infrastructure programme.
The Uruan centre is therefore expected to add another local platform for skills development as the state seeks to expand its youth-focused interventions beyond Uyo and other major population centres.
Why the centre matters
Youth unemployment and limited access to employable skills remain significant development concerns across Nigeria, particularly as a large and growing young population enters the labour market.
For Akwa Ibom, the challenge is not simply creating training opportunities but ensuring that young people can convert those opportunities into sustainable livelihoods.
A functioning youth-development centre can potentially provide a physical base for vocational training, digital skills, entrepreneurship support, innovation activities and access to information about government programmes.
The effectiveness of such a facility, however, will ultimately be measured by outcomes rather than the commissioning ceremony itself.
Those outcomes could include the number of youths trained, businesses established, employment opportunities created, certifications obtained and enterprises that remain operational after participants complete their programmes.
What happens next
The Uruan ARISE Youth Development Centre is scheduled for commissioning on September 30, according to the programme for Akwa Ibom’s 39th-anniversary project celebrations.
The ceremony is expected to conclude the series of ARISE Youth Development Centre inaugurations planned across selected local government areas during the anniversary month.
The state government has also indicated that its youth-development programme will continue beyond the commissioning of individual facilities, with skills training, entrepreneurship support and digital programmes forming part of the wider strategy.
For residents of Uruan and surrounding communities, the next stage will therefore be determining how the facility is equipped, what programmes are offered and how many young people gain access to practical opportunities through the centre.
The planned commissioning places youth development prominently within Akwa Ibom’s 39th-anniversary programme, but its lasting significance will depend on whether the infrastructure translates into sustained skills, businesses, employment and economic opportunities for young people.
