Julius Berger Nigeria Plc has commenced emergency repairs on the collapsed section of the East-West Road at Agbarho in Ughelli North Local Government Area of Delta State following days of heavy rainfall and flooding.

The intervention came after the road was severely damaged, disrupting traffic and creating difficulties for motorists and commuters using the major highway.

Delta State Governor Sheriff Oborevwori directed Julius Berger to mobilise to the affected section and undertake emergency work aimed at restoring movement along the route.

The East-West Road is a major transport corridor connecting several states in Nigeria’s Niger Delta, making the disruption significant for residents, commercial transport operators and businesses that depend on the highway.

Heavy Rainfall Triggers Road Collapse

The affected section is located around the Uvwiama/Orido Junction along the Agbarho-Ughelli axis.

Prolonged rainfall caused extensive flooding around the area, with water affecting the highway and surrounding communities.

Reports indicated that the road deteriorated rapidly before a section eventually collapsed. A fuel tanker was also reported to have fallen on the weakened portion of the road.

The damage forced motorists to contend with restricted movement and difficult traffic conditions.

Channels Television reported on September 30, 2026, that flooding had damaged the East-West Road while homes in parts of Agbarho were also affected by floodwater.

Residents subsequently called for urgent intervention and a lasting solution to the recurring drainage and flooding problems in the area.

Delta Government Mobilises Julius Berger

Governor Oborevwori announced the emergency intervention during activities marking Nigeria’s 66th Independence Anniversary in Asaba on October 1.

Although the East-West Road is a Federal Government highway, the governor said the state could not remain indifferent while residents and road users faced difficulties caused by the collapse.

The state government consequently mobilised Julius Berger to the site to undertake emergency remedial work.

The immediate objective was to restore access and reduce the hardship experienced by motorists while technical investigations were carried out to determine a permanent solution.

Engineers Identify Drainage Challenge

The collapse has also drawn attention to the capacity of the drainage infrastructure serving the highway.

The Warri Branch of the Nigerian Society of Engineers inspected the affected section and identified hydraulic failure as a major factor contributing to the washout.

According to a report by My Engineers, the engineers found indications that the existing conduit and culvert arrangements were inadequate for the volume of water generated by the recent rainfall.

The assessment highlights the importance of addressing drainage capacity alongside the reconstruction of the damaged road.

Simply replacing the failed pavement may not provide a lasting solution if large volumes of floodwater continue to pass through the location without adequate hydraulic infrastructure.

Julius Berger Assesses Permanent Solution

While emergency repairs are underway, authorities have indicated that the ultimate objective is to provide a permanent engineering solution.

During an inspection of the affected area on October 3, Governor Oborevwori said the state government wanted Julius Berger to develop a solution capable of handling the large volume of water flowing through the location.

Julius Berger is conducting surveys and hydraulic assessments as part of the process.

Among the options being considered are a mini-bridge or a multi-cell culvert.

The final choice is expected to depend on the outcome of the company’s engineering assessment and hydraulic calculations.

The governor said the Delta State Government was prepared to finance the permanent remedial works once the appropriate engineering solution had been determined.

One Carriageway Reopened

Emergency repairs have already resulted in the reopening of one carriageway at the affected location.

Reports on October 3 indicated that traffic had resumed through the repaired section, providing some relief for motorists.

Governor Oborevwori said the second carriageway was expected to reopen on Sunday, October 4, subject to the progress of the emergency works.

Julius Berger’s regional manager, Fredrick Wieser, said the company was carrying out the immediate repairs while simultaneously conducting surveys and design work for the permanent intervention.

This separates the current emergency restoration from the larger engineering project required to protect the highway against future flooding.

Why the East-West Road Matters

The East-West Road is one of the Niger Delta’s most important transport corridors.

It links Delta State with other states across the region, including Bayelsa, Rivers, Akwa Ibom and Cross River, and supports the movement of people, agricultural products, commercial goods and other economic activities.

A major disruption along the route can therefore have consequences beyond the immediate Agbarho community.

Motorists may be forced to use alternative routes, while businesses and transport operators can face longer journeys, additional costs and delays.

The incident also demonstrates the vulnerability of major road infrastructure to intense rainfall and flooding, particularly in areas where drainage systems must accommodate substantial volumes of stormwater.

The Need for Long-Term Flood Protection

The engineering findings have placed drainage at the centre of discussions about the road’s long-term rehabilitation.

The Nigerian Society of Engineers’ preliminary assessment suggests that hydraulic capacity should be carefully considered in designing the permanent solution.

For the repaired highway to remain functional during future periods of heavy rainfall, engineers will need to ensure that water can move efficiently beneath or around the road without undermining its foundation.

The issue is therefore broader than repairing damaged asphalt.

A durable solution will require appropriate drainage infrastructure, adequate hydraulic capacity and construction capable of withstanding the environmental conditions around the Agbarho corridor.

Julius Berger is expected to continue emergency repairs while completing its technical surveys and hydraulic assessment.

The findings will help determine the most appropriate permanent structure for the location, including whether a mini-bridge or multi-cell culvert is required.

The Delta State Government has indicated its willingness to fund the permanent remedial works once the engineering requirements have been established.

For motorists, the immediate priority is the restoration of both carriageways and safe movement along the highway.

For residents and authorities, however, the longer-term concern is preventing another collapse when the region experiences heavy rainfall.

The Agbarho road failure has consequently placed renewed attention on the relationship between road infrastructure, drainage systems and flood resilience across the Niger Delta.
