UK Confirms Classical ‘Mad Cow Disease’ Case on Scottish Farm, Authorities Move to Contain Risk!

A case of classical bovine spongiform encephalopathy (BSE), commonly known as mad cow disease, has been confirmed in a cow on a farm in Dumfries and Galloway, Scotland, prompting authorities to impose precautionary movement controls and begin investigations into the source of the infection.

The confirmation, announced on Wednesday, August 19, 2026, has renewed attention on a disease that once caused a major agricultural and public-health crisis in the United Kingdom but has become exceptionally rare following decades of strict surveillance, feed controls and food-safety measures.

Scottish authorities said the affected animal did not enter the human food chain, while Food Standards Scotland has confirmed that the isolated case poses no risk to human health. The Animal and Plant Health Agency (APHA) is investigating how the disease originated. 

The case was detected through the UK’s established BSE surveillance system, rather than following a reported outbreak among livestock. Authorities have placed precautionary movement restrictions on the infected cow’s offspring and its cohort — cattle considered to have been exposed to similar conditions during the relevant period.

Officials said the animals concerned will be dealt with under Scotland’s statutory disease-control requirements.

Classical BSE confirmed in Dumfries and Galloway

The Scottish Government described the case as classical BSE, distinguishing it from the atypical form of the disease that was detected in the same region in December 2024.

The distinction is important because classical BSE has historically been associated with exposure to contaminated feed, particularly feed containing infected animal material, whereas atypical BSE is understood to arise spontaneously and is not linked to contaminated feed.

The latest case was detected through routine surveillance, which Scottish authorities say demonstrates the continuing importance of monitoring cattle even as BSE has become extremely uncommon.

The Irish News, citing the Scottish Government, reported that precautionary restrictions had been placed on the affected animal’s offspring and cohort, while investigations into the origin of the disease were continuing. 

ITV News also reported that the case was identified through routine BSE surveillance and that Food Standards Scotland had found no risk to human health because the affected animal did not enter the food chain. 

Authorities move quickly to contain the case

Scottish Agriculture Minister Jim Fairlie said authorities acted swiftly after the case was identified.

He described the rapid detection as evidence that the country’s surveillance system was functioning effectively and thanked the animal’s owner for cooperating with officials.

The government has stressed that the case is isolated and that control measures were immediately activated.

The APHA is now responsible for investigating the source and circumstances surrounding the infection.

Authorities will examine the animal’s history, movements, herd information, feed exposure and other relevant factors to establish how classical BSE may have occurred.

Such investigations are important because the source of an individual case can provide information about whether any wider risk exists.

The measures also illustrate the layered approach used by UK authorities to manage notifiable animal diseases: early detection, movement controls, tracing, testing and, where legally required, destruction of animals considered to be at risk.

Why the case does not mean British beef is unsafe

The phrase “mad cow disease” can evoke memories of the severe BSE crisis that affected the UK in the 1980s and 1990s.

However, the circumstances surrounding the current case are substantially different from the conditions that contributed to the historic epidemic.

The Scottish Government has repeatedly emphasised that strict controls are in place to prevent potentially infected material from entering the food chain.

In the current incident, the infected cow did not enter the food chain at all. Food Standards Scotland has consequently said there is no risk to human health from this isolated case. 

This does not mean BSE is regarded as harmless.

The disease remains a serious animal-health condition, and infected cattle are not permitted to enter the food chain.

The UK’s food-safety system includes controls designed to prevent tissues that could carry BSE-associated infectious material from reaching consumers.

The Food Standards Agency notes that BSE is a brain disease affecting cattle and has historically been linked to variant Creutzfeldt-Jakob disease (vCJD) in humans. Strict controls have been introduced to reduce that risk. 

The existence of those controls is precisely why officials are able to respond to an isolated case without treating it as evidence of a threat to the general food supply.

What is BSE?

Bovine spongiform encephalopathy is a progressive and fatal disease affecting the central nervous system of cattle.

It belongs to a group of conditions known as transmissible spongiform encephalopathies, or TSEs, which involve abnormal proteins known as prions.

According to Scottish Government guidance, BSE is generally seen in adult cattle and is characterised by progressive deterioration. The disease is incurable and ultimately fatal. 

The disease can take years to develop.

Once clinical signs appear, however, an affected animal can deteriorate over a period of weeks or months.

Among the signs that farmers and veterinarians may watch for are changes in behaviour, increased nervousness, exaggerated reactions to touch or sound, abnormal movement, weakness, difficulty standing, aggression, tremors and loss of body condition.

Scottish Government guidance lists several possible clinical signs, including high-stepping movements, reluctance to cross certain surfaces, difficulty rising and progressive weakness. 

Not every affected animal will necessarily display all of these symptoms.

For that reason, surveillance and laboratory testing remain important components of disease control.

How BSE is detected in the UK

The latest case was discovered through routine surveillance.

Scotland’s system includes testing cattle that meet specified criteria, including cattle that die on farms at older ages.

Scottish Government guidance states that animals over four years of age that die on farms are routinely tested for BSE under the country’s surveillance programme. 

This system allows authorities to identify rare cases even when farmers have not necessarily suspected BSE.

Once a potential case is identified, movement restrictions and further investigations can be imposed.

The approach is designed to prevent an individual case from developing into a broader animal-health problem.

Offspring and cohort cattle placed under controls

Authorities have traced the infected animal’s offspring and cohort.

A cohort refers broadly to cattle considered to have shared relevant exposure circumstances with the affected animal.

The purpose of tracing is not necessarily to suggest that BSE spreads readily from one cow to another.

Instead, it allows authorities to identify animals that may have shared a common risk factor.

Scottish Government guidance explains that when BSE is confirmed, relevant cohorts and offspring can be placed under movement restrictions and destroyed in accordance with legal requirements. 

The measures are therefore precautionary and regulatory.

They are designed to remove potentially exposed animals from the food chain and prevent uncertainty over their status from creating a wider food-safety problem.

Britain’s long history with BSE

The latest confirmation is particularly significant because of Britain’s history with the disease.

The UK experienced a major BSE epidemic beginning in the 1980s.

Thousands of cattle were affected, and the crisis ultimately led to extensive slaughter programmes, changes in animal-feed regulations and far-reaching reforms of food-safety controls.

The discovery of a connection between BSE exposure and variant Creutzfeldt-Jakob disease in humans in the 1990s further intensified public concern.

The subsequent introduction of strict controls dramatically reduced the prevalence of BSE.

Today, cases are rare compared with the scale of the historic epidemic.

That history explains why even a single confirmed classical case receives immediate attention from veterinary and food-safety authorities.

Previous Scottish cases

The current case also comes after other BSE detections in Scotland.

In May 2024, a case of classical BSE was confirmed on a farm in Ayrshire. An official epidemiological investigation later examined the animal’s history and traced offspring and cohort cattle.

The investigation recorded that the affected cow had died on the farm and was tested under statutory BSE surveillance. The relevant cohort animals were subsequently traced, restricted and tested, with the available test results reported as negative. 

In December 2024, Scotland also confirmed an atypical BSE case in Dumfries and Galloway.

That case involved a 19-year-old cow and was assessed by authorities as a spontaneously occurring atypical form of BSE. The animal was not destined for slaughter and did not enter the food chain. Its cohort and offspring were identified, restricted and culled, with tests returning negative results. 

The 2026 case is therefore different from the 2024 Dumfries and Galloway case because authorities have identified it as classical rather than atypical BSE.

Difference between classical and atypical BSE

The distinction between the two forms is central to understanding the latest development.

Classical BSE has historically been associated with contaminated feed and was responsible for the major UK epidemic.

Atypical BSE, by contrast, is a naturally occurring condition that has been detected at very low frequencies in older cattle in countries with effective surveillance programmes.

An official UK epidemiological investigation of the 2024 Dumfries and Galloway atypical case found no evidence that statutory controls had been breached and concluded that it was a spontaneous case. 

The 2026 case is being investigated separately.

Authorities have not yet established publicly how the infection originated, and it would be premature to draw conclusions about its cause.

Investigation now underway

The APHA investigation will be closely watched by the farming and food sectors.

Investigators are expected to examine the animal’s history and relevant exposure pathways, including movements between holdings, herd records and feeding practices.

The purpose will be to determine whether there was a specific source of exposure and whether any additional measures are required.

At this stage, authorities have not indicated evidence of a wider outbreak.

The available information points to a single confirmed case that was detected through surveillance and immediately subjected to disease-control measures. 

Implications for farmers

For farmers, the confirmation is a reminder that BSE remains a notifiable disease.

Scottish Government guidance requires suspected cases to be reported promptly to the APHA.

If a farmer observes signs consistent with BSE, an APHA veterinarian can assess the animal and impose movement restrictions where necessary. 

Early reporting remains important because it allows veterinary authorities to investigate quickly and trace potentially relevant animals.

The system also provides compensation arrangements for cattle that are compulsorily destroyed under BSE control measures, subject to the applicable rules. 

Public-health perspective

For consumers, the most important message from Scottish authorities is that the affected animal did not enter the food chain and Food Standards Scotland has confirmed there is no human-health risk from this isolated case

That assurance should nevertheless be understood within the context of the UK’s strict food-safety regime.

BSE remains a disease requiring rigorous control because of its historical association with human health.

The difference today is that the UK has extensive surveillance, traceability, slaughter and food-chain safeguards designed specifically to prevent infected animals or high-risk tissues from reaching consumers.
